Just add drive or drives in the Oculus desktop app, then go in and select which one you want your games installed to, and mark it Primary. As long as it remains marked as Primary any games you download will install on it. As far as the core Oculus software itself, it can be moved to a different drive but not as easily. I have seen it posted somewhere some time ago with how to do that, so if you need that also try a search for it.
